You do need to level the skills you specialize in, but there is a level "floor" when swapping between skills so you don't have to start from level 1 each time (although you do have to relevel any skill you spec out of even if you spec back to it later). The skill system is fairly novel being that almost every skill has its own skill tree. This is counterbalanced a bit by the crafting system which is based on directly adding specific mods to items rather than being random. The itemization is nowhere near as deep as either PoE or Grim Dawn as non-unique items are limited to 4 mods which makes them feel a bit boring. This is compounded by the fact that nothing is procedurally generated, so playing the campaign multiple times gets incredibly tedious because it is literally always exactly the same. The pacing of the first part of the game before you get your class mastery is pretty poor and drawn out, in my opinion, and I always find myself running past everything when I get to that point.
